ROUTINE SAFETY INSPECTION OF ABB CO',1BUSTION ENGINEERING, HEMATlTE, MO (NRC INSPECTION REPORT 070-00036/97004(DNMS)) ,

1 Dear Dr. Kaiser.

This letter refers to the routine safety inspection conducted by C. A. Blanchard of the Region lli NRC office and A. Bryce of the Division of Fuel Cycle Safety and Safeguards from December 15, 1997, at your Hematite facility. The purpose of the inspection was to determine wh sther 4 activities authorized by the license were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the inspectors discussed the findings with you and members of your staff as identified in the enclosed report.

Areas examined during the inspection are identified in the : port. Within these areas, the '

inspection consisted of a selective examination of procedures and representative records, interviews with personnel, and observations of activities in progress, No violations of NRC requirementt were IAntified during the course of this inspection.

Based on the results of the inspection, the NRC has identified one unresolved item and two inspection follow-up items. The unresolved item concems your timeliness in responding to the 20.304 burial area Justification for an altomate so: dute for decommissioning. Tnis timeliness issue coupled with the failure to notify the NRC foi ie months after discontinuing the sampling of Burial Well No. i t Indicated a breakdown in communication between your staff and the NRC.

The inspector follow-up items address a lack of specific guidance regarding the actions required '

to lockout and tagout piping systems charged with hazardous fluids and gases, and the placement of full two-gallon containers on carts in the orbia plant. Both inspector follow-up items require action by your staff.

During the inspection, the NRC identified proactive actions by your staff concoming the work environment. The new preventive maintenance program has reduced the frequency of equipment repair, and has the potential to reduce maintenance personnel exposures to uranium.

The recycle and recovery room chanses made in 1997, were noted as positive. The inspectors noted that the removal of two deteriorated tanks, mill relocation, and the replacement of leaking piping in the recycle and recovery room hed improved the work environment in the recycle and recovery room. Throughout the inspection, the inspectors noted open and effective communication between operators and production supervision and management.
