There has been nn st'5stantial change in the status of the RPS-II generic review as reported in the SER. RPS-II remains an unreviewed and outstanding item.

7.3.4 Transfer from the Injection to the Recirculation Mode of ECC_S Operation The applicant has not responded satisfactorily to our position taken in the SER. 'The use of a "onewout-of-two" logic on the BWST water level channels is not acceptable. We will require that our position as stated in the SER be met.

7.4.1 Decay Heat Removal (DHR) System The applicant's response to our concerns has not been adequate.

We will require documentation of the preliminary design including system P& ids, Functional Control Diagrams,and Elementary Electric Diagrams demonstrating compliance with our position. We will report on this item in a future supplement to the SER.

7.4.2 Auxiliary Feedwater System We have reviewed additional clarification provided by the applicant on the diversity of the control power supplies to the steam turbine driven system on one hand and the electric motor driven system on the other, and we find that the proposed design features satisfy the intent of our position on diverse power sources. We consider this item resolved.

7.4.2 Essential Controls and Instrumentation (ECI) Systems The applicant has documented that the ECI systems will meet the applicable IEEE Std 279-1971 requirements including Section 4.12.

We found this acceptable and consider this item resolved.

7.7 Compliance with Regulatory Guide 1.75 Additional information submitted by the applicant has not satisfied all of our concerns relating to the separation criteria proposed by the applicant. Specifically, the applicant's separation criteria have not been found to be in compliance with Sections 5.1.1.13 5.1.1.2, 5.6, 5.7, 5.8 and 5.9 of Regulatory Guide 1.75.

We will require compliance with the recommendations of Regulatory Guide 1.75.

7.8 Environmental Qualification of RTDs and Pressure Transducers for ,

LOCA Environment The applicant made the commitment to environmentally qualify RTDs and pressure transducers to withstand a LOCA generated environment.

We find this commitment acceptable. Acceptance, however, of the specific test methods and parameters including " time in hostile environment" is subject to our review and approval of Topical Report BAW-10082. The qualification test program and test results will be required to be in compliance with the criteria specified in Section 7-8 of the SER including IEEE Std 323-1974 and Regulatory Guide 1.89.

There has been no change in the status of this item which we expect to be of continuing concern and generic review during the post-CP period, and resolved at the FSAR stage of review.

7. 8 Environmental Qualification of Systems and Components Other Than hSSS

. We will require that the environmental qualification of systems and components outside the B&W scope of supply be performed to the same requirements as stated in Section 7.8 of,the SER. The applicant's proposed techniques to satisfy the aging requirments of IEEE Std 323-1974 for systems and components other than flSSS are not acceptable.

The B&W scope of supply systems and components qualification is the subject of presently drawn plans to be submitted for our review as a post-CP item. We will require that the cpplicant submit an all-inclusive and consistent qualification program for all safety related systems and components regardless of supplier for our review. We expect that this matter will be of continuing concern and review during the post-Cp period, and resolved at the FSAR stage of review. We will require that,

prior to issuance of a CP, the applicant provide the commitment to develop an acceptable environmental qualification program.

8.2 Offsite Power System As we reported in the SER, the offsite power system could not be found acceptable because of questions relating to its compliance to GDC-17. One of the requirements of GDC-17 is that electric power from the transmission network "be supplied by two independent circuits (not necessarily on separate rights of way) designed and located so as to minimize to the extent practical the likelihood of their simultaneous failure under operating and postulated accident and environmental conditions."

We have reviewed additional information submitted by the applicant, after we issue the SER, and we have determined that the proposed offsite power system design still does not meet GDC-17.

Specifically, the partial installation of a 230 kV loop, the lack of adequate fault clearing provisions in the 230 kV switchyard, and four crossings of the 500 kV and 230 kV lines constitute deficiencies that we will require the applicant to correct or -

compensate for by changes and/or additions in the presently proposed design. We will report on the resolution of this item in a future supplement to the SER. -
