This is in response to Technical Assistance Request 3700 regarding the proposed change in the containment isolation requirements for the decay heat removal system offluent lines. The containment isolation provisions for these lines are identified in Table 6.2-27 (Amendment 17) as follows: Inside containment, two remote manual, motor operated valves in series pare provided, and outside l

containment, one valve of the same type is provided.

The proposed change involves the branch line outside containment which bypasses the outside containment isolation valve, in each of the decay heat removal system effluent lines. The applicant proposes to manually pre-set the manual valve in the bypass lines for the purpose of providing a return flow path under post-LOCA, long-term cooling conditions and thereby prevent potential boron precipitation and plugging of vital flow paths in the reactor vessel.

This containment isolation arrangement, i.e., contain-ment isolation valve inside containment _ and closed system outside containment, is acceptable on the other defined basis for GDC 55. Standard Review Plan 6.2.4, " Containment Isolation," is being changed to reflect the acceptability of this containment. isolation arrangement for the RHR system.
