SAFETY EVALUATION REPORT OUTLINE RELATED TO COMANCHE PEAK RESPONSE TEAM (CPRT) PROGRAM PLAN, REVISION 3 Enclosed is an outline to be used as a guide for preparing the Safety Evaluation Report (SER) related to Comanche Peak Response Team (CPRT) Program Plan. The SER will include four main sections:

o Executive Sumary Staff Evaluation of the CPRT Program Plan o

Staff Evaluation of the CPRT Design Adequacy Review o

Staff Evaluation of the CPRT Construction Adequacy Review o

The persons and/cr organizations responsible for providing direction and ensuring overall consistency for each main section are identified on the top of the first page of each main section of the SER outline. Also, the outline identifies the persons and/or organizations responsible for preparing the various subsections Teledyne will be responsible for the consolidation within each main section.

The applicable responses to the NRC Staff Evaluation of CPRT Program Plan, Revision 2 submitted on November 22, 1985; relevant audits perfomed by the hRC concerning the CPRT Program Plan; and forthcoming Revision 3 of the Plan will fom the basis for the safety evaluation. There is sufficient infomation avail-able at this time that we can proceed with the preparation of the SER. Addition-al infomation such as Revision 3 to the CPRT Program Plan will be evaluated on a confimatory basis and any necessary adjustments will be made to the SER.

F We recognize that the preparation of this first-of-the-kind SER will be a significant undertaking. However, we believe that the persons participating in this task have the necessary expertise to meet this challenge and to complete the SER on schedule.
