August 6, 1997 PAGE 2 OF 4 DEVICE TYPEr-Continuous level Indicator DESCRIPTIONt This system utilizes a continuous source holder to gauge-the height of material over a six foot (1.8 m) span in the BHP Petroleum Americas Refinery, Inc., T-175 vacuum tower. The Model 13320 source enclosure is a 7-1/2 foot (2.3 m) tall, 6 inch (152.4 mm) diameter stainless steel cylinder (with one side flat) which contains a 4 inch (101.6 mm) O.D.
inner cylinder welded to
~the same flattened side (see attached sketch).
The volume between these two cylinders is lead filled. A third cylinder fits inside the 4 inch 0.D.
tube and rotates on a center shaft.
This cylinder has a 1 inch _(25.4 mm) deep grove to hold the source tubes.
Rotating the innermost cylinder 180* carries the source tubes from "ON" (source shine -into-vessel) to " SAFE" position in which the-source is shielded in all directions.. The source can be locked in the " SAFE" position whenever. someone-must work inside the vessel or if the source ~ enclosure has to be moved or relocated.
The sources are 3/4 inch' (19.1 mm) _ diameter by 1 foot (304.8 mm) long tubes filled with gaseous Krypton-85 and sealeduwith-welds at both ends.
There are 7, tubes in all with different amounts of Kr-85.
The strongest-at the lowest'end of-the source enclosure, contains 2.5 times more Kr-85-than the top one for instance, so-the-response to_ changes-in height of reduced-crude is linear over the 6 foot range.'

o The device is affixed with two labels that contain the information required by 10 CFR<20.1901 and 10 CFR'20.1904.

CONDITIONS OF NORMAL USE:
.The' device is used to monitor the level of vacuum tower number T-175.
The device is mounted to the tower at approximately 25
- feet ' (7. 6 m) above the ground and the only access is by ladder.
LThe_ device is subjected to environmental conditions intrinsic to Hawaii.

PROTOTYPE TESTING:
No testing was done'on this custom unit.
The device is very similar with the exception of activity and shielding dimensions to a gauge design-approved by the State _of California in 1977.
We have no reason to believe,that this custom unit would behave any differently _when subjected to the specified conditions of

EXTERNAL RADIATION LEVELS:

The radiation dose rate near the source enclosure will be less than-. 2. mR/hr (20 psv/hr) on the surface-and less than 0.5 mR/hr (5 psv/hr) at 2 ft. (609.6 um), so personnel working-near the 4
system will not need to wear film badges or other monitoring devices.-
Only inside the vessel, with the source in the "ON" position,-will the radiation levels exceed the 2 mR/hr that would.
require wearing. film badges.
The_ manufacture also reported a dose : rate. of 5 mR/hr (50 psv/hr) at 30 ft. (9.1 m), in the beam path inside the vessel.
OUALITY ASSURANCE AND CONTROL:
This device is manufactured by General Nucleonics of California.
They have been in the gauging-business for several years.
The
= State of California has.found their Quality Program acceptable for licensing purposes.
LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE:
This' device shall only bte distributed to BHP Patroleum
