I am responding to your letter of June 1,1997, to Congressman Fawell, in which you seek the total cost to taxpayers of the nuclear power statiens built by Commonwealth Edison Company (Comed) during the 1980s.

By letter dated July 1,1997, Congressman Harris W. Fawell asked the U.S. Nuclear Regulatory Commission (NRC) to reply on his behalf.

In a subsequent conversation with Congressman Fawell's office, we were informed of your additional interest in the NRC's mission.

The NRC is an independent agency established by the U.S. Congress under the Energy Reorganization Act of 1974 to ensure adequate protection of public health and safety, the common defense and security, and the environment in the use of nuclear materials in the United States. The NRC's scope of responsibility includes licensing, regulating, and inspecting commercial nuclear power plants. Agency functions are performed through standards-setting and rulemaking; technical reviews and studies; conduct of public hearings; issuance of authorizations, permits, and licenses; inspection, investigation, and enforcement; evaluation of operating experience; and confirmatory research.

The NRC does not provide funding or maintain records I

regarding the cost of construction of commercial nuclear plants.

The licensees of nuclear power plants are required to pay annual fees and service fees to the NRC.

NRC charges service fees to recover the cost of providing individually identifiable services to specific applicants and licensees.

Examples of these services include the review of the applications for the issuance of new licenses, renewals, or amendments.

Annual fees are intended to recover generic or other regulatory costs not recovered by plant-specific fees. These fees are used to offset the cost of technical reviews conducted by the NRC staff.

Comed is a publicly held company that owns nuclear plants at six sites, N7 including Byron, Braidwood, LaSalle, Zion, Quad Cities and Dresden. All the-costs associated with the construction of these plants were paid for by Comed.

The NRC did not pay any of the expenses associated with the construction of any of Comed's nuclear plants. Because Comed is a publicly held company, its financial information can be obtained from the Securities and Exchange
