Entergy Operations, Inc? (EOl) is technically qualified to engage in the activities authorized by this operating license in accordance with the Commission's regulations set forth in 10 CFR Chapter I;

Based on the foregoing findings and approval by the Nuclear Regulatory Commission at a meeting on November 15,1985, the License for Fuel Loading and Low Power Testing, Lloonse No. NPF-40, issued on August 29,1985, is suoerseded by Facility Operating License NPF 47 hereby issued to Eol and Entergy Gulf States, Inc. (the licensees), to I
read as follows:
A.
This license applies to the River Bond Station, Unit 1, a boiling water nuclear reactor and associated equipment, owned by Entergy Gulf States, Inc. and I
operated by EOl. The facility is located approximately 2 miles east of the Mississippi River in West Feliciana Parish, Louisiana, approximately 2.7 miles southeast of St. Francisville, Loulslana and approximately 18 miles northwest of the city limits of Baton Rouge, Louisiana, and is described in the ' Final Safety Analysis Report, as supplemented anti amended, and in the Environmental Report operating Licenss, Stage, as supplemented and amended.
B.
Subject to the conditions and requirements incorporated hereia, the Commission herebylicenses:

Entergy Gulf States, Inc. to possess the facility at the designated beation 1
in West Feliciana Parish, Louisiana, in accordance with the procedures 1
and limitations set forth in this license; (2)
EOl. pursuant to Section 103 of the Act and 10 CFR Part 50, to possess, use and operate the facility at the above designated location in._

RIVER BEND RTATION. UNIT 1 DOCKET No. 50-458
1.0 INTRODUCTION
By application dated October 15,1997, Ralph R. Mabey, Trustee for Cajun Electric Power, Inc.
(Cajun), filed a request for Commission approval under 10 CFR 50.03 of the proposod transfer of the license for the River Bend Station, Unit 1 (RBS), to the extent held by Cajun in connection with its 30-percent ownership interest, to Entergy Gulf States, Inc. (EGSI), currently a 70-percent owner of RBS. The application, endorsed and consented to by EGSI and Entergy Operations, Inc. (EOl), also requested the issuance of an amendment to the license for RBS which would reflect the completion of the proposed transfer. On November 28,1997, the Commission approved the proposed transfer by the issuanu of an Order published h the Federal Register on December 5,1997 (62 FR 64406), which was supported by a safety evaluation dated November 28,1997, The approval of the transfer was conditioned upon the issuance of a conforming amendment to the license at the time the transfer is effected fully reflecting the transfer. The proposed conforming amendment is the subject of this safety evaluation.
2.0 EVALUATION The proposed amendment changes the license to reflect the completion of the transfer of the license for RBS, to the extent held by Cajun, to EGSI. All substantive issues relating to the transfer were addressed by the order approving the transfer and its supporting safety evaluation.
The proposed amendment, therefore, is administrative in nature.
Under the proposed amendment, all references to Cajun as a licensee are removed, except for the addition of a historical footnote to indicate that Cajun was formerly a licensee with EGSI acting then as its agent. The proposed amendment has no impact on requirements regarding the maintenance, operation, or decommissioning of the facility, and does not involve EOl, which remains the licensed operator of the plant.
The staff has reviewed the proposed changes to the license and finds them acceptable.

3.0 STATE CONSULTATION
in accordance with the Commission's regulations, the Louisiana State Official was notred of the proposed issuonoe of the amendment. The State ordal had no comments.
4.0 ErMRONMENTALCONSIDERATION Pursuant to 10 CFR 51.21,51.32, and $1.35, an environmental assessment and finding of no significant impact was published in the federal Renister on November ig,1997 (62 FR 61835).
Accr44, gly, based upon the environmental assessment, the Commission has determined that issuonoe of this amendment will not have a significant effect on the quality of the human environment.
5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that: (1) there is reaso;iable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
