SUMMARY

OF MEETING HELD ON MARQ1 8, 1974 TO DISCUSS POTENTIAL CHANGES IN WP-1 REVIEW SCHEDULE IN EVENT OF SITE RELOCATION On March 8,1974, representatives of WP1'SS net with the Regulatory staff in Bethesda, Maryland to discuss the effect of a probable site change on the current L"IP-1 review schedule. An attendance list is attached.

Mr. Humphreys presented a brief review of the Supply System's position regarding the site relocation to the Hanford 2 area. He pointed out that the Bonnevile Power Administration (BPA) has formally reco==anded resiting the WP-1 project (on March 1,1974) and is seeking amended agreements with the 109 utilities which have arranged to purchase the power produced by the project.

Those contractual arrangements are expected to be complete in early April.

At the prehearing conference on February 26, 1974 in Richland, WPPSS cocnitted to provide the ASL3 a written report by April 15, 1974 advising the Board of WPPSS' decision on relocation.

Mr. Renberger presented a schedule proposed by WPPSS for the continuing review of the WP-1 application in the event of a site relocation. A copy is attached to this meeting summt.ry. The schedule shows submittal dates for the revised Environmental Report (ER) and Preliminary Safety Analysis Report (PSAR) of 8/1/74 and 9/1/74, respectively. The WPPSS representatives stated that 10 to 15 advance copies of the documents could probably be submitted on dates one month earlier than shown in the schedule.

The proposed schedule called for separate environmental and radiological safety hearings. A Limited Work Authorization (LUA) would be sought by tiPPSS and is a key element in their overall plan to maintain a late 1980 startup date of the relocated WP-1.

The prospective issue date for a full construction permit would be approximately 6 months later than the l

current schedule planned for WP-1 at the fi-reactor site, but this con-struction delay would be offset by an LWA granted some 5 zonths earlier.

The revised PSAR and ER would be treated as amendnents, not a completely new submittal. Thero will be no acceptance review.

A minimum 7-month span time would be necessary between ER submittal and issue of the Pinal Environmental Statement (PES).

Some changes have been made in the ER requirements since the Hanford 2 project review. This would be transmitted to WPPSS by the Environmental Projects staff.

The staff stated that a tentative schedule will be developed based on the schedule submitted by WPPSS, with the specific intent of tainimizing the impact of a site relocation on the overall application review schedule.

The staff supports, in principle, the expressed Supply System intent to utilize existing Hanford 2 data wherever possible in preparing l
