Boyle DESCRIPTION OF RESPONSE: Environmental Report Acceptance Review REQUESTED COMPLETION DATE: January 28, 1977 REVIEW STATUS: Additional Information Needed We have completed our acceptance review of Section 3.S of the Environmental Report, Operating License Stage, for Washington Public Power Supply Systems, Unit No. 2, and find that it is approximately 95% complete. However, we will need additional information concerning descriptions and parameters for gaseous effluent release points and concerning the autoratic termination of liquid radioactive releases upon exceeding predetermined radioactivity concentrations. A list of required infotnation is enclosed.

We recoronend that the application be accepted for review.

In Table 3.5-24, " Summary of Radioactive Effluent Monitoring (Table 3.5-and Control Points," there is no notation of shutdown function 24) for the liquid radioactivity monitors on plant blowdown line CBD (1)-1.

Our position is that the monitor servicing the discharge line from the liquid radwaste systems should be capable of automatically isolating discharge flow upon exceeding a predetermined radioactivity concentration.

For the release points described in Table 3.5-19, " Release j

(Table 3.5-Point Data," indicate whether releases from the reactor 19) building vent and turbine building vent are vertical or horizontal, and if caps, deflectors, or diffusers are used.

For all vents, indicate expected effluent temperature.
