Dear Dr. Paperiello:
In accordance with 10 CFR Part 76, the United States Enrichment Corporation (USEC) hereby submits twenty (20) copies of Revision 27 (December 11,1998) to USEC-02, Application for United states Nuclear Regulatory Commission (NRC) Certification, Portsmouth Gaseous Diffusion Plant.
Revision 27 incorporates changes to the Emergency Plan, Fundamental Nuclear Materials Control Plan (FNMCP), Physical Protection Plan, Transportation Security Plan, and Classified Matter Protection Plan that were implemented during the period July 16,1998 to November 15,1998. The program and plan changes have been reviewed in accordance with 10 CFR 76 and have been determined not to require prior NRC approval. Revision bars are provided in the right-hand margin to identify the changes. Revision 27 was implemented effective December 11,1998.
I The Revision 27 changes to the FNMCP and Transportation Security Plan contain certain trade l
secrets and commercial and financial infbrmation exempt from public disclosure pursuant to Section l
1314 of the Atomic Energy Act of1954 (AEA), as amend ',.md 10 CFR 2.790 and 9.17(a)(4). In accordance with 10 CFR 76.33(e) and 2.790(b), the Revision 27 changes to these plans are being submitted under separate cover (USEC Letter GDP 98-0276).
The Physical Protection Plan and Classified Matter Protection Plan, prepared pursuant to 10 CFR l
76.;,5(j) and (k), respectively, contain National Security Information and/or Restricted Data. These

documents are also considered to be proprietary commercial and financial information pursuant to 10 CFR 2.790(d)(1). In accordance with 10 CFR 76.33(e),2.790(t),95.37, and 95.39, the Revision 27 changes to these plans are being submitted under separate cover (USEC Letter GDP 98-0278).
