SUSPENSION OF THE WPPSS 1, 2 and 4 PRE 0PERATIONAL AQUATIC MONITORING PROGRAM The Aquatic Resources Section of the Environmental Specialists Branch has reviewed, as -equested in your January 18, 1980 memo, the request dated December 27, 1979, from J. L. Renberger, WPPSS, to discontinue preoperational aquatic monitoring at the UPPSS 1, 2 and 4 site.

The staff reviewed the commitment to monitor contained in the FES for WPPSS 1 and 4 and the progress reports for the last two years of preoperational moni toring.

The implications of NRC deletion of the study requirements was discussed with Mr. A. Hansen, Energy Projects Engineer, Department of Ecology, State of Washington.

It was established that the State site certification, issued by the Energy Facilities Site Evaluation Council, State of Washington, contains requirements for a preoperational monitoring program identical to those required in .our FES.

Therefore, deletion of the NRC's requirement for the continuation of this study will not adversely impact the monitoring requirements of the State of Hashington.

Discussions with A. Rutz, Environmental Engineer, Technology, WPPSS, established that the utility has requestedthat the State suspend it's requirement for continuing the preoperational monitoring study. The state has not yet responded formally to their request. A. Rutz also stated, contrary to what was contained in the December 27, 1979 memo from D. L. Renberger, that the utility now plans to reactivate the preoperational aquatic monitoring program one year prior to the scheduled fuel load date for Unit 2, the first of the three units to come on line.

, A Donald E. Sells FEB 29 p-Based on our review of the data contained in the progress reports, the availability of a large body of historical data on the Columbia River in the vicinity of the stations, and discussions with representatives from the -

utility and the State of Washington, it is concluded that deletion of the aquatic portion of the preoperational monitoring program is warranted. No significant changes in the aquatic biota that could jepordize the interpretation of the results of the operational monitoring program is anticipated during the period of the suspension.

We request that in notifying the applicant of our approval of deletion of the preoperational aquatic monitoring program.he also be notified that we request all future state submittals dealing with WPPSS 1, 2 and 4 as required under the Clean Water Act including copies of revisions and renewal requests- of the flPDES permits. ,

ACCEPTANCE REVIEW 0F WNP-1/4 ENVIRONMENTAL REPORT The Washington Public Power Supply System (WPPSS) recently tendered an application for an operating license for WNP-1 and WNP-4. The application included the OL stage Environmental Report (ER-OL). Copies of the ER were distributed shortly after receipt. The purpose of this memo is to request your assistance in performing an acceptance' review of the WNP-1/4 Environmental Report. This request was discussed with Mr. D. Nuller on January 28, 1982 from the ET standpoint and'a completion date of March 1,1982 was tentatively established for ET.

The Licensing Project Manager for WNP-1/4 is Ronald W. Hernan. Mr. Hernan can

" be reached on extension 28395. No Environmental Project Manager or Environmental Review Coordinator will be assigned to this project. Therefore, any questions resulting from your review should be submitted to R. Tedesco from your AD as is done in the safety review.

You are probably aware of the January 22, 1982 WPPSS decision to terminate

the WNP-4 and WNP-5 plants for financial reasons. In view of that decision, your review need only consider those portions of the ER which apply to Unit 1.

Future licensing actions relative to Unit 4 are not clear at the present time but it is doubtful that any action will be taken prior to completion l' of the staff's acceptance review. Financial information required for the Unit 1 acceptance review should be obtained through the LPM. Please inform Mr. Hernan

if you will be unable to complete the requested review by March 1,1982.
