A more reasonable value the dilution factor for complete mixing of the effluent from units 1 and 4 with the Columbia River would ber (8.9&8.9)/120,000 or 1/6700.

The 18" pipe mentioned on p. 5.3-1 is described as a 24" line in other parts of the ER.

This discrepancy should be resolved.

The population dose from transportation of radioactive materials (p.

k 5.3-6) is for a single unit only (i.e., the doses taken from reference 5 are'or a "per reactor" basis).

5.. Provide the basis for the dilution factor of 10% mentioned on p. 5.2-1 and in Tables 5.3-4 and 5.3-5.

The emphasis of the radiological surveillance program summarized in Table 6.1.5-1 should be redirected, as follows:

a) Ambient radiation measurements should be made at three additional locations (one of which should be a control location).

b) Atmospheric radioiodine measurements should be conducted at 50%

or more of the air monitoring statione.

l c) Rainwater samples may be deleted.

4 d) The number of soil sampling sites needs to be increased substantially (i.e., from 5 to about 13 - the new number of TLD sites). The j

sample frequency may be decreased from quarterly to trienially.

The analytical detection capability for I-131 for all milk samples should be 0.5 pC1/1 25%. A control station (15-20 miles distant) should also be es:ablished for milk.
