DOCKET NOS. 50-445 AND 50-446 TECHNICAL SPECIFICATION CONVERSION APPLICATION ADDITIONAL INFORMATION FOR SECTION 3.8, CORRECTION REF: 1) TU Electric letter, logged TXX-98263, from C. L. Terry to the NRC dated December 11,1997 Gentlemen:
The NRC staff requested additionalinformation regarding Section 3.8," Electrical Power Systems," of a proposed TS change. TU Electric provided the requested information in an attachment to reference 1. Subsequent review of this letter revealed places where unapproved words from a draft response had been submitted. These corrections are attached (the unapproved words have been struck out and the FLOG approved words have been inserted using the Wordperfect redline process) and the attached pages are direct replacements for the corresponding pages in reference 1.
This letter contains no new commitments.

These are proposed differences relative to the Bases for STS SRs 3.8.1.8,3.8.1.9,3.8.1.10,3.8.1.11, 3.8.1.12, 3.8.1.13, 3.8.1.14, 3.8.1.16, 3.8.1.17, 3.8.1.18, and 3.8.1.19.
Comment: The Notes for ITS SRs 3.8.1.8,3.8.1.9,3.8.1 10,3.8.1.11,3.8.1.12, 3.8.1.13,3.8.1.14,3.8.1.16,3.8.1.17,3.8.1.18, and 3.8.1.19 do not provide any exceptions. The proposed Bases differences appear to be in conflict with the Notes. No justification has been provided to support the proposed differences. Revise the submittal to provide the appropriate justification, or conform to the STS.
FLOG RESPONSE [This, response is plant specific for. Wolf Creek l Callaway and Comanche]
[ Peak.T Diablo Canyon'has provided a separate response;fTSTF-283, " Eliminate Section 3.8 Mode Restriction Notes" was not incorporated into the FLOG conversion applications since the traveler was still undergoing significant revisions at the time of submittal. The FLOG attempted to address these notes in the Bases through the application of LCO 3.0.5. These notes should not restrict the ability to credit post-maintenance testing that can be shown to provide satisfactory performance of Surveillances. As discussed in the telecon on December 10,1998,

CTS 4.8.1.2 states that CTSs 4.8.1.1.1.b and 4.8.1.1.2.g are applicable in Modes 5 and 6. ITS SR 3.8.2.1 states that corresponding ITS SRs 3.8.1.8 and 3.8.1.20 are not applicable in Modes 5 and 6, in conformance with the STS.
Comment: DOC 01-47-LS does not explain why the propoced changes are acceptable.
Revise the submittal to provide the appropriate justification for the proposed changes.
FLOG RESPONSE: ITS SR 3.8.1.8 is not required because thin SR tests the ability of the system to transfer from the normal operatina source tokthe attemate required,offsite 7
{seureel circuit. In MODE 5 or 6 only one power source is required, therefore, this capability is l
not required. DOC 01-47-LS 4 has been revised by the following insert:
