REPLY TO NRC INSPECTION REPORT NO. 701201/97 06 AND NOTICE OF VIOLATION Gentlemen:

This letter is in response to inspection Report No. 701201/97 06 and Notice of Violation dated December 5,1997. Framatome Cogema Fuels (FCF) has addressed the violation as outlined in the Notice of Violation. Attachment I identifies the violation, addresses admission of the violation and describes the reason for the violation. Attachment I further identifies wrective actions which have been taken and the results achieved, corrective actions yet to be taken and the date when full compliance will be achieved.

The management of Framatome Cogema Fuels is extremely concerned about the violation of NRC requirements. We have established and incorporated corrective actions into our programs and are working proactively to assure similar incidents do not occur. FCF is committed to improvements in our program and to improved management oversight with proactive problem identification and resolution. The corrective actions noted herein will ensure license and procedural adherence.

Per the telecon with Mr. Charles A. Hughey, acting for Mr. Edward J. McAlpine, FCF was allowed a one day extension on the response to the Notice of Violation due to the holidays.

ATTACHMENT 1 Violation No. 97-06 02:

The scope of soml annual safety audits was not in accordance with license and procedural requirements.

Admiselon of the Violation:

Frematome Cogema Fuels concurs with the facts contained in the NRC Notice of Violation dated December 5,1997.

Reason for the Violation:

Failure to provide adequate direction and guidance for auditors performing the semi annual safety audits.

Corrective Action Taken:

NRC Inspection Report No._701201/97 06 and Notice of Violation was reviewed with the designated auditor of the health physics and nuclea' criticality medits for the first half of 1998 to ensure complete understanding and acceptable interpretation of the license and procedure requirements.

Corrective Actions to be Taken:

1)

Procedure SL-1150, " Health Safety Audits", will be revised to provide detailed guidance for conducting, documenting and responding to the semi annual safety audits.

2)

NRC Inspection Report No. 70-1201/97 06 and Notice of Violation will be reviewed with the designated auditor of the fire safety audit for the first half of 1998 to ensure complete understanding and acceptable Interpretation of the license and procedure requirements Full compilance will be achieved February 27,1998.
