1.0 INTRODUCTION
By letter dated March 1, 1991, the Toledo Edison Company (the licensee) requested changes to Technical Specification (TS) 6.2.2, Facility Staff, which would add a footnote to Table 6.?-1, Minimum Shift Crew Composicion. The footnote would allow one of the two required individuals-filling the Senior Operator License (SOL) position to assume the Shift Technical Advisor (STA) function, provided the individual meets the qualifications for the combined Senior Reactor Operator (SRO)/STA position. The footnote would also allow the dedicated STA position to be retained.
This request is' consistent with the NRC guidance provided in Generic Letter (GL) 86-04, dated February 13, 1986, Policy Statement on Engineering Expertise on: Shift.
GL 86-04'specified the requirements for providing engineering expertise on shift relating to NUREG-0737, Clarification of-THI Action Plan Requirements, Task Action Plan I.A.1.l.

This guidance specified two' options for meeting the requirements for providing engineering expertise on shift for NUREG-0727, Task Action Plan _I.A.1.1 and meeting licensed operator staffing requirements, 10 CFR 50.54(m)(2) of the required STA position. Option 1 provides for the elimination of the separate STA position by allowing a licensee to combine. one
_of the required SR0 positions with.the STA position into an SR0/STA position.
l Option 2 allows the licensee to continue to use an NRC-approved STA program L
wEle meeting licensed operator staffing requirements._ The proposed change to-TS 6.2.2 revises Table'6.2-1 to allow the licensee to utilize either option _in meeting the minimum shift crew composition requirements.- This' proposed TS change is similar to that approved by the NRC in Amendment No. 64 to the. Grand Gulf Nuclear Station,. Unit 1,' dated Septemb6r 28,1989.

The function of the TS requirements for a minimum shift crew composition is to ensure that a sufficient number of trained and qualified personnel are available on each duty shift to operate the station in a safe manner.
The function of the STA_is to provide on-shift engineering and accident assessment advice to the shift supervisor in the event of abnormal or accident l
conditions.
4 The STA requirement was identified to-licensees in NUREG-0578, TMI-2 Lessons Learned Task Force Status Report and Short-Term Recommendations, (July 1979) 4 and NUREG-0737-(November 1980), Clarification of TMI Action Plan Requirements.
Concurrently, the NRC and industry undertook a longer term effort to-upgrade staffing levels and the training and qualifications of. the operating sta#fs, improving the man-machine interface, and increasing the capabilities for responding to emergencies. At the time the STA requirement was imposed, it j
was intended that the use of the dedicated STA'would be an interim measure only until these longer term efforts were completed.
These longer term-i efforts have collectively resulted in an improvement in the capi.bilities and qualifications of the shift crew and their ability to diagnose at respond to accidents.
These initiatives include shift staffing increases, training and qualification program improvements, hardware modifications, emphasis on human a
factor considerations, procedural upgrades, '.nd the development of extensive emergency response organizations to augment on-shift capabilities during l
abnormal conditions.
The proposed TS change will allow either option of the NRC's " Policy Statement i
on Engineering Expertise on Shift" (GL 86-04) to be applied to the STA i
position. The proposed change will allow one of the-two required individuals filling the SR0 position to also fill the STA position provided the individual meets the qualifications for the combined SR0/STA position specified for i-Option 1 of the policy statement.
In addition, the option for continued use of the dedicated STA position is retained.
Allowance is provided in the proposed change for using either option on each shift.
The_ licensee's training program is accredited by the Institute of Nuclear Power Operations (INP0). The training an individual will receive to become a dual-role SR0/STA will meet the STA training criteria of NUREG 0737, Item i
1.A.I.1.
Therefore, the Option 1 training qualification will be fulfilled by the individual performing the dual-role SR0/STA function allowed by this proposed TS revision.
In addition, one of the educational alternatives of the policy statement will be met by an individual performing the SR0/STA function.
In a telecon on November 4,1992, the licensee clarified that implementation 4
of the proposed change will not overtask either-the dual-role SR0/STA or other control room personnel.
With the proposed change, the licensee's operating shift personnel will continue to have the expertise on shift to recognize and effectively deai with plant transients or_ other abnormal conditions.
Greater flexibility for meeting shift manning requirements will also result from the proposed change.

3 The proposed amendment does not involve any modifications or changes in the plant and does not affect any system functional require. tents, operability requirements, or plant maintenance.
The staff has reviewed the proposed change to TS 6.2.2 and finds it to be acceptable.
3.0 STATE CONSULTATION
in accordance with the Commission's regul.tions, the Ohio State official was notified of the proposed issuance of the amendment. The State official had no comments.
4.0 ENVIRONMENTAL CONSIDERATiptj This amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental im)act statement or environmental assessment need be prepared in connection wit 1 the issuance of the amendment.
5.0 CONCLUSION
The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance inst the health and safety of the public will not be endangered by operatier in the pro)osed manner, (2) such activities will be conducted in compliance wit 1 the Commission's regulations, and (3) the issuance of this amendment will not be inimical to the common defense and security or to the health and cafety of the public.
