SUBJECT: TMI-1 FIRE BRIGADE TRAINING

Inspection Report 84-29, dated December 4,1984, requested Technical

Specification changes be proposed to reflect the actual composition of the

site fire brigade of separate unit brigades and to delete the reference to

Section 27 of NFPA Code-1976 as the basis for the Fire Brigade Training

Program. By letter dated July 2, 1985 to NRR, you provided your

justification for not submitting a Technical Specification change request.

The staff has reviewed your July 2,1985 submittal and in the enclosed SER

has agreed with your reasoning that a Technical Specification change is not

needed. However, our conclusion is conditional upon your commitment that

training of personnel who may be used on both units. includes the following

(1) these individuals are cognizant of changes in each unit's fire protection

plan, procedures, and equipment; (2) these individuals participate in drills

on both units; and (3) these individuals are periodically evaluated on a

schedule commensurate with current evaluation criteria (four drills / year,

minimum of two drills / year for the two units).

Please provide written confirmation that the above three items will be

included in your fire brigade training program within thirty days of receipt

of this letter. Upon receiving your confirmation, this issue will be

considered resolved.
