Gentlemen:

Thank you for your letter of April 24, 1986, in response to our letter and

Notice of Violation dated March 7, 1986. As a result of our review, we find

that additional information, as discussed with your Mr. Pilant during a

telephone call on May 8, 1986, is needed. Specifically, we are concerned that

examinations had not yet been given to the two individuals for all of the

specific sections in which they had scored less than 80% correct in the 1984

requalificaton examination. We do not contend that the 10 CFR Part 55

requirement nor your approved requalification program infer that an examination

must be given after each lecture. We do contend, however, that your failure

% examine the two individuals in a timely manner violates the intent and

spirit of the cited requirements.

We acknowledge your commitment to increase the emphasis on the administr. tion

of the written examination but we desire a response that is more specific than

" administered consistent with standard practice" and " revise . . . to more

clearly delineate requirements." Please provide us, within 20 days of the date

of this letter, with the specifics of the increased emphasis and the specific

program revisions that you addressed in your April 24 letter. The program

revision should specify the maximum acceptable time from the completion of a

lecture until the material covered by that lecture is covered in an

examination.
