Please find attached a proposed technical specification amendment submittal which will modify Technical Specification Surveillance Requiiement 4.8.2.1.1.d and the associated Bases to allow the 18-month service test of the 125-volt vital instrumentation and control
. power system batteries to be conducted during power operation as opposed to during shutdown as presently required by the technical specifications.
Attachment I contains the proposed markup to the affected technical specifications pages. contains the appropriate background information, technical discussion, and safety analysis in support of the proposed change. ' Pursuant to 10 CFR 50.91, Attachment 3
. contains the required No Significant Hazards Consideration determination, whereby the impact of the proposed amendment is reviewed against tne standards contained in 10 CFR 50.92. Attachment 3 also contains an Environmental Impact Arialysis,~ whereby the proposed amendment is reviewed against the criteria of 10 CFR 51.22 for environmental considerations. - A copy of this amendment request is being provided to the appropriate South l

l Per a telephone conversation between Duke Power Company and NRC personnel on May 4, L
1992, it is requested that this amendment request be approved no later than August 24,1992
'(the date the grace period expires for conducting the service test on the next battery). This is to avoid having to shut down Unit 2 in order to conduct the test on battery 2EBD. Should

Unit 2 be forced to shut down between now and August 24,1992 and the shutdown is of L
sufficient duration for conducting the test, it will be conducted while the unit is shut down.
