Dear Mr. Sells:

Policy Statement of Engineering Expertise on Shift (Generic Letter 86-04)

Omaha Public Power District (OPPD) received the subject letter dated February 13, 1986.

This letter informed OPPD of the Comnission's policy statement on engineering expertise on shift and requested that we submit our plans regarding modifications to our. current program in light of the options available as a result of the Policy Statement.

Specifically, we were requested to respond to the following:

1.

Our current program for providing engineering expertise on shift; 1

2.

If our current STA program utilizes an " equivalency" criteria to an engineering degree, a description of the criteria used;

and, 3.

A description of any modifications we intend to propose to our current program in order to take advantage of the options

, identified in the Commission's Policy Statement.

At the present time, OPPD does not intend to modify the current program for meeting the requirement for providing engineering expertise on shift.

Fort Calhoun Station Technical Specification 5.3.1 states in part, that "the Shift Technical Advisor shall have a bachelor degree or equivalent in a scientific or engineering discipline with specific training in plant design and response and j

analysis of the plant for transients and accidents."

s Mr. Donald E. Sells LIC-86-227 Page 2 specification, qualified individuals receive approximately five months of initial training on topics such as reactor theory, plant design and plant response as detailed in Section 5.1.2.1 and Appendix C of the Fort Calhoun Station Training Manual.

Under OPPD's program and equivalency criteria, a qualified individual would have a bachelor's degree in engineering, engi-neering technology, math, physics or similar scientific discipline with appropriate training in such areas as thermodynamics and fluids.
