Inspection Report No. 50-271/85-25
This refers to the routine resident safety inspection conducted by Mr. W. J.
Raymond of this office on August 5 - September 20, 1985, at the Yemont Yankee
Nuclear Power Station, Vernon, Vemont. The inspection consisted of observation
of activities, interviews with personnel and document reiews. The results of
the inspection are described in the NRC Region I Inspection Report enclosed with
this letter and were discussed with Mr. J. P. Pelletier of your staff at the
conclusion of the inspection.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation enclosed herewith as Appendix A.
These
violations have been categorized by severity level in accordance with the
revised NRC Enforcement Policy (10 CFR 2, Appendix C), published in the Federal
Register on March 8, 1984 (FR 8583). You are requirec to respond to this letter
and in preparing your resoonse, you should follow the instructions in Appendix A.
With regard to Item B of the enclosed Notice, we recognize the management
initiatives to identify deficiencies in the onsite QC peer inspection program
through 0QA Audit 85-11. Your actions to improve the program were discussed
during a meeting with you at NRC Region I on August 7,1985. The corrective
actions taken and in progress appear to be sufficient to achieve compliance with
your QA program, and will be followed on subsequent NRC inspections. Nonetheless,
the peer inspection program deficiencies daNrbed in Item B appear as a
recurrence of NRC concerns previously broWr.. te your attention in NRC Inspection
Report 83-22 dated September 30, 1983, and we feel it appropriate for you to
address what additional measures need be taken to assure corrective actions are
effective in preventing a recurrence of problems in this area.
In accordance with .10 CFR 2.790 of the NRC's " Rules of Practice" , a copy of
this letter and the enclosures will be placed in the NRC Public Document Room.
