Dear Mr.- Muench:

Attorney, ELD

Subject:

Generic Letter 82-28, Items 3.1.2 and 3.2.3 By letters dated November 4,.1983, March 5, 1984, and November 15, 1985, Louisiana

~ Power and Light Company submitted information in response to Items 3.1.3 and 3.2.3 of Generic Letter 83-28 for Waterford Steam Electric Station, Unit 3.

These items required that licensees review their existing technical specifications for post-maintenance testing requirements that may degrade rather than enhance safety.

The staff has reviewed the above submittals in response to Items 3.1.3 and 3.2.3 and finds them acceptable. Therefore, Items 3.1.3 and 3.2.3 of Generic Letter 83-28 are now considered to be closed.

Details of the staff's review are contained in the enclosed safety evaluation.

Sincerely, James H. Wilson, Project Manager PWR Project Directorate No. 7 Division of PWR Licensing-B
