Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request No.141 As you are aware, the subject application dealt with removing the channel check criteria for reactor water level " low" and " low-low" instruments since replacement equipment do not feature visual indicating devices.

Pursuant to 10CFR50.91, GPU Nuclear requests that the issuance of the subject amendment occur on November 10, 1985 to support the return to service of the level instrumentation on that date.

The basis for this request lies in the success we have had in conducting the 10M outage.

It is very possible that all work will be completed and Oyster Creek will be able to resume operation several days earlier than originally scheduled. This is significant in that additional power generation could be provided by the plant.

The need for the initial request first became apparent on September 16, 1985 during the process of planning for the physical work to replace the instruments. Also, since the reactor water level " low-low" instruments are logic inputs to several engineered safety feature (ESF) systems, sooner issuance of the amendment will enable us to restore system status and plant conditions to normal, and have full automatic protection for the various functions. We find it desireable to upgrade plant status such that the temporary conditions of TSCR 142 can be dispensed with. We realize that the NRC has conducted an evaluation on the temporary measures being taken during the instrument exchange to assure safety. However, the plant should be aligned to a normal configuration and operating routine as soon as possible.
