Thank you for your letter of October 26, 1984 concerning KG&E's Quality First Program. We were pleased that you had the opportunity to review the Program.
We are proud of it and believe that it strongly reflects our com=itment to building a quality plant.
I appreciate the clarifications of the Office of Investigations' procedures which you set forth in your letter.
Vaile the clarifications represent some change from earlier discussions which I understand you had with our attorneys, I recognize that OI's thinking (as well as ours) on these issues is evolving. With specific respect to your suggestions on notifying OI, in the future we vill use the 10 C F R 5 50.55(e) reporting mechanism, and apply our existing 5 50.55(e) procedures to determine reportability.
If you have any matters that you would like to discuss, please do not hesitate to contact me.
We remain fully committed to cooperating with OI so that both KG&E and NRC can be assured that our Quality First Program is achieving its aims.
