SUBJECT:

01 EVALUATION OF THE KANSAS GAS & ELECTRIC (KG&E)

INVESTIGATIVE PROGRAM The attached memorandum from William Ward is one of three anticipated reports I have asked Mr. Ward to prepare.

With the anticipation that many licensees will institute their own investigative process concerning allegations, I thought it prudent that we review three such licensee programs.

Please note that Mr. Ward did not do an " investigation" of the Quality First Program but more a managerial review to assist me in fornulating a national perspective on how the Office of Investigations should inferface with the utilities investi-gative program.

I ask that this document not be made public at this time.

As I have noted above, it is one of three reports which will assist me in developing policy.

Please note that the " staff" also did a review of the Ouality First Progran at Wolf Creek. The results of their review are unknown to me personally.
