Oyster Creek Nuclear Generating Station Docket No. 50-219 Reactor Vessel Material Surveillance Capsule Analyses Results GPUN requested on March 21, 1985 a schedular extension for submitting the test results of the No. 2 surveillance capsule which was removed from the Oyster Creek reactor vessel on March 28, 1984. Appendix H of 10 CFR 50 requires submittal of the test results within one year after capsule withdrawal, unless an extension is granted by the Director, Office of Nuclear Reactor Regulation. The extension was granted on June 12, 1985 (NRC letter LS05-85-018).

This letter transmits the attached Technical Data Report (TDR) 725 (Rev. 0),

" Testing and Evaluation of Irradiated Reactor Vessel Materials Surveillance Program Specimens". The TDR provides all available information required by ASTM E 185 (referenced in Appendix H), including baseline data, irradiated material test results, flux and fluence results, and reference nil-ductility transition temperature (RTNDT) predictions. As discussed in the TDR, based on the test results and the current predictive methodology, it appears that end of license (E0L) shift in RT NDTi s in compliance with 10 CFR 50, Appendix G.

GPUN will submit P-T curves for operation beyond 10 effective full power years (EFPY) by February 28, 1986. These new P-T curves are required by 10 CFR 50, Appendix :) and by the Oyster Creek Technical Specification 3.3A(iv). Oyster Creek will reach 10 EFPY during Cycle 11 operation. It is expected at this time that Cycle 11 operation will start in the last quarter of calendar year 1986.
