This will acknowledge receipt of the subject report transmitted with your letter of August 21, 1985.

As noted during the meeting, we share your concern over the frequency of plant trips and have initiated actions which should be effective in reducing the number of these events.

Regarding the language of the report, in the third paragraph on page 32, we expressed concern over the use of the word " misleading" in describing our request for a change in technical specifications. As I stated in the meeting, we expend considerable effort to assure that all submittals to the NRC are accurate and understandable. We do not believe "minicading" accurately characterizes our submittal and suggest that a more appropriate word in this instance might be " incomplete".
