Georgia Power Company's submittal of January 6, 1986, requested changes to the Plant Hatch Uni ts 1 and 2 Technical Specifications regarding requirements for shift overtime. Specifically, relief was sought from Specification 6.2.2.g, which presently requires that operating personnel work a " normal 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> day." The proposed change would allow implementation of a more flexible shift schedule which would incorporate alternating weeks of three and four 12-hour shifts. The NRC staff has requested additional information in regard to this change. The requested information is hereby provided.

Staff Question:

"What is the minimum time between shifts for the proposed shift schedule?"

l l Under the proposed 12-hour shift schedule, personnel would normally I be scheduled to work no more than four consecutive 12-hour shifts with no fewer than three scheduled off-days prior to the next block ,

of 12-hour shif ts. Enclosure 1 is a preliminary schedule for the 12-hour shift program. This diagram covers a 10-week period. Shift schedules for each of the five teams are staggered but are otherwise identical. The letters "D" and "N" represent 12-hour day and night shi f ts, respectively. The letter "0" represents an off-day. The number "8" represents an 8-hour period normally reserved for cob 8605220022 DR ET&OS16 \

Staff Question:

"For licensed operators, what are the staffing requirements? How many operators are used per shift?"

Response

The Technical Specifications require that, during normal power operation for both units, each shift complement be comprised of three Licensed Reactor Operators and two Senior Reactor Operators. Plant Hatch typically operates, during normal power operation for both units, with a shift complement of four Licensed Reactor Operators and three Senior Reactor Operators.
