SHIFT OVERTIME REQJIREMENTS Gentlemen:

In accordance with the provisions of 10 CFR 50.90 as recalired by 10 CFR 50.59(c) (1), Georgia Pbwer Oxnpany (GPC) hereby proposes changes to the Technical Specifications, Appendix A to Operating Licenses DPR-57 and NPF-5.

'Ihe proposed change wculd modify Specification 6.2.2.g for both units to allow more flexibility in shift schediling for personnel who perform safety-related functions.

Attachment 1 provides a detailed description of the proposed change and ciraimstances necessitating the change reglest.

Attachment 2 details the basis for our determination that the proposed change does not constitute an unreviewed safety olestion.

Attachment 3 details the basis for air determination that the proposed change does not involve significant hazards considerations.

Attachment 4 provides page change instructions for incorporating the proposed change.

Georgia Power now desires to implement a more flexible shift schedale which utilizes alternat.ing weeks of three and four 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> days. % is new schedule would maintain a " nominal" 40 hour4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> week, tut would redice shift turnovers and allow more flexibility in work schedsling and more days off. We believe the new shift schedile would provide better personnel morale and fully meets the intent of the albject NUREG 0737 recnirements.

HATCH NUCLEAR PLANT UNITS LAND 2 10-CFR 50.59-EVALUATION Pursuant to 10 CFR 50.59, the Plant Review Board has reviewed the attached proposed amendment to the Plant Hatch Units 1 and 2 Technical Specifications and has determined that implementation of the proposed change does not constitute an unreviewed safety question.

PROPOSED CHANGE The proposed change would delete the requirement for " nominal 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> day" from Specification 6.2.2.g for Plant Hatch Units 1 and 2.

BASIS The proposed change has no effect on the probability or consequences of analyzed accidents. The change, which is administrative in nature, should increase personnel morale. Personnel fatigue will not be increased since the nominal 40 hour4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> work week is preserved.

No new types of accidents are created by this change, since modes of plant operation are unchanged.

The . margin of safety as defined in the basis of the Technical Specifications is not reduced by this administrative change.

HATCH NUCLEAR PLANT UNITS 1AND 2 10-CFR 50.92 EVALUATION Firsuant to 10 CFR 50.92, Georgia Power Company has evaluated the attached proposed amendment for Plant Hatch Units 1 and 2 and has determined that its adoption would not involve a significant hazard. The basis for this determination is as follows:

PROPOSED CHANGE The proposed change would delete the requirement for "a nominal 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> day" from Specification 6.2.2.g for Plant Hatch Units 1 and 2.

BASIS The proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated because the change is administrative in nature and preserves requirements to limit personnel fatigue and associated errors while providing for more scheduling flexibility, better morale, and fewer shift turnover errors.

The proposed change does not create the possibility of a new or different kind of accident from any accident previously evaluated because no changes to plant equipment or modes of operation are involved.

The proposed change does not involve a significant reduction in a margin of safety because it preserves the safety basis for Specification 6.2.2.g 700W5
