For an indication to be of value, the meaning must be pre-determined, understood by the user and be reliable. The meaning of indicating lights is conveyed in one of three (3) ways.

First, color is generally assigned a particular meaning or class of actions.
Second, the location of a light or lights in a control arrangement may have a particular meaning.

Third, and not least, functional labeling may convey a very explicit meaning. (Shape, size and flash rate are also coding techniques, however such methods are not considered acceptable for Fort St. Vrain (FSV) use and will not be addressed by this directive.) Repeated arrangements or color utilizations become conventions either intuitively or by assignment. Any deviation from these conventions result in a loss of, or confusion as to the meaning of particular indications. It therefore becomes necessary to define acceptable conventions for the selection and use of indicating lights. SELECTION CONSIDERATICNS I. CREDIBILITY A. Since the presence of a light is the primary means by which light indicators communicate'a message, it becomes essential that the light signal be physically reliable, sensed unambigously by the operator, and not be misinterpreted by him. B. The specific requirements to be considered in selecting light indicators for addition to the FSV control boards varies with the application. Existing circuit designs preclude mass lamp testing. Extensive use of Westinghouse minalites as non-legend indicators, precludes wholesale change-out to incorporate dual bulb holders and/or mass lamp testing capabilities. By definition, the meaning of light indicators is qualified by the illumination of a bulb or element. This directive will classify light indicators under the following subsets: 1. Non-legend light indicators 2. Illuminated legend indicators B. Annunciators are a special class of light indicators, addressed by a separate design directive, DD-ASP-1. (Annunciator Selection and Placement) III. GENERAL A. LIGHT COLOR 1. Light color shall be provided by a tinted lens cover (Painted bulbs are unacceptable). 2. The color of the light indicator shall conform to Tables A and B, Pages 9 and 11. 3. The color of the light shall be clearly identifiable. B. LIGHT INTENSITY The illuminated indicator should be at least 10*. greater in light intensity than the surrounding panel (as measured by a spot photometer). The luminance contrast within the indicator shall be at least 50".. IV. SELECTION OF NON-LEGEND LIGHT INDICATORS A. ACCEPTABLE TYPE 1. Light indicators selected for control board mounting shall be in accordance with Table A or B. 2. Light indicators selected for module, bin, or instrument surface mounting shall be of the same type and design used in existing identical or similiar applications. (See Table C, Page 12) 8. COLOR CODING Light (lens) color selection shall be in accordance with Table A, B or C, Pages 9, 11, & 12. FORM 372 22 3643

SELECTION OF LEGEND LIGHT INDICATORS A legend light indicator, or legend light, is a transilluminated display containing an inscription which is highlighted when the light comes on. In the control room, legend light indicators are normally used to show status, the legend being worded to tell the status in effect when the light is glowing. Legend light indicators may be individually placed or grouped together in status-indicating matrices. As examples of individual placement, they may be positioned adjacent to controls with legends indicating the status of the control (e.g., ON or OFF), or within mimics to show the status of subsystems or flow lines. (See Figure 5 (c), Page 15) Annunciator-tile assemblies are illuminated legend indicators in a general sense, but are not treated in this directive since they represent a specialized application. (Refer to 00-ASP-1) Legend pushbuttons are considered switches and are treated specifically in 00-SWI-1. A. GENERAL 1. ACCEPTABLE TYPE a. Table D, Page 13 lists an acceptable type of legend light indicators for mounting on FSV control boards. b. Legend light indicators of 7 similar type by other manuf acturers which acat the requirements of this section may be acceptable provided seismic and environmental requirements are met. 2. VISIBILITY FACTORS a. Legends shall be legible under ambient illumination with indicator lights off. b. Legend lettering shall contrast well wi'h background under both ambient and transillurinated lighting. (See Table 0, Page 13 for acceptable letter color) 3. DISTINGUISHABILITY FROM LEGEND PUSHBUTTONS Illuminated legend indicators shall be readily distinguishable from legend pushbuttons by form, size, or other f actors. FORM 372 22 364J

VRAIN NUCLEp4R GENERATING STATION Issue A Page 4 of 16 The legend indicators specified by this directive as acceptable for FSV control boards have a solid translucent legend plate. Legend pushbuttons used on FSV control boards have either spacer barriers installed or have a gray plastic legend plate frame. 4 COLOR CCDING The color of the legend background under transillumination shall conform to Table D. 5. LAMP TEST All legend light indicators selected for control board use shall have integral lamp test capabilities. APPLICATION CONSIDERATIONS I. GENERAL A. Light indicators should be used to display qualitative information to the operator requiring either an immediate reaction by the operator, or to draw attention to an important system status. 1. EQUIPMENT RESPONSE Illuminated push buttons shall display equipment response and not merely control position. Changes in display status shall signify changes in functional status rather than results of control actuation alone, i.e., valve position instead of hand switch actuation. 2. POSITIVE INDICATIONS a. System / equipment status shall be inferred by illuminated indicators, and never by the absence of illumination. b. The absence or extinguishment of a signal or visual indication shall not be used to denote a " malfunction", "no go", or "out-of-tolerance" condition; however, the absence of a " power on" signal or visual indication shall be acceptable to indicate a " power off" condition for operatirnal displays. The absence or extinguishment of a signal or visual indication shall not be used to indicate a " ready" or "in-tolerance" condition, unless the status or caution light filament and its associated circuitry can be easily tested by the operator and operator perception of such events is not time critical. 3. INFORMATIONAL INDICATORS Light indicators shall be used sparingly for informational purposes and shall display only that information necessary for effective system operation. B. Light indicators assigned solely for maintenance and adjustment functions shall not be located on the main control room panels. C. Provisions shall be made to prevent direct or reflected light from making indicators appear illuminated when they are not, or to appear extinguished when they are illuminated. Self-reflection shall be minimized by proper o*ientation of the display with respect to the observer. D. Provisions (design or procedural) should be made to prevent interchanging indicator lenses. II. FUNCTIONAL ARRANGEMENTS A. An indicator associated with a control shall be so located that it can be associated with the control without error and shall be visible to the operator during control operation. (See Figure 5, Page 15) 8. Lights which indicate valve or breaker positions and which are associated with a switch shall be arranged in accordance with Details A, B, C, D, or E of Figure 1 & 2, Pages 9 and 10. C. Lights cenoting equipment or system status and not associated with a switch shall be arranged so as not to be mistaken for acceptable arrangements in "B." above. (See Figure 3, Page 11 for acceptable arrangements and demarcation.) D. Master caution, master warning, master advisory and summation lights used to indicate the condition of an entire subsystem shall be set apart from the lights which show the status of the subsystem components. Use individual non-legend lights per Tables A &B (Figures 1, 2, & 3) where indication of two (2) discrete positions or states for a single function is required. B. Use legend light indicators per Table D where indication of a single position or state for a single function is required. C. Table C lists non-legend light indicators installed in the FSV control room for specific functions. These indicators shall be installed only in applications identical to the present use. LABELING & DEMARCATION I. GENERAL If should be assumed that all light indicators may at some time be used by operators who are unfamiliar with plant operative history and an untold number of design iterations. Do not assume that the user will interpert a unique light meaning in the same manner as the designer nor will design documents necessarily be retained for reference by the users. Where light arrangements are not in accordance with established and understood conventions, labeling and demarcation must be provided to ensure consistent and concise interpertation of meaning. II. LABELING A. REQUIRED LEGENDS AND IDENTIFICATION The following information shall be provided for each light indicator. 1. Instrument Number (except for lights arranged in accordance with Details A, B, C, D or E of Figures 1 sod 2). 2. Functional Information or Legend (except for lights arranged in accordance with Details A or B of Figure 1 and Detail D of Figure 2). 3. Functional or legend information shall be provided for each tier of light indicators associated with switches in accordance with Details C, D, and E of Figure 2. FORM 372 22 3643 1

Legend design shall be in accordance with Figures 4 and 6 (Pages 14, & 16) and DD-LAB-1. 2. Text shall be short, concise, and unambiguous. Use common words whenever possible. Do not abbreviate words unless absolutely necessary for lack of space. Standard abbreviations and acronyms shall be in accordance with DD-AAS-1. (See Figure 4, Page 14) 3. Legend messages shall contain not more than three lines of text, except the assigned instrument number for a light arrangement may constitute a fourth (4th) line. 4 Legends should be worded to tell the status indicated by glowing of the light. 5. Indicating light legends shall describe what is being indicated, not system functions; e.g., " Condensate Make-up Valve Open" not " Condensate Make-up System". (Also see Figure 4) C. LABEL POSITION AN"O ORIENTATION 1. All labels shall be located on the light assembly or as near as possible to it so that the association is obvious. 2. All label lettering shall appear upright to the viewer from his normal viewing position. Do not arrange labals radially around a control or component. Labels should read horizontally, not vertically. 3. Acceptable light arrangements included in this directive shall have functional labels located as shown for the respective arrangement. 1 D. LABEL DIMENSIONAL CONSIDERATIONS Label style and character size shall be in accordance with Design Directive DD-LAB-1. NOTE: Manufacturer supplied legends and nameplates not nieeti,g the requirements of Design Directive (DD-LAB-1) are unacceptable. Reducing letter size to facilitate the addition of characters in limited space is tnacceptable. l l FORM 372 22 3643

USE OF ABBREVIATIONS, SYMBOLS & ACRONYMS Abbreviations, symbols, and acronyms used in light indicator labeling shall be selected in accordance with Design Directive DD-AAS-1. III. DEMARCATION The location selected for the addition of light indicators on existing control boards is often suggested by available board space. Function, not space, should be the prime consideration in selecting a mounting location. Light indicators shall be located, or included in a demarcation scheme, so that the light is easily associated with any related controls or indicators. Demarcation shall be accomplished by color patching or by lines either enclosing or linking associated controls or indicators. Figure 5 shows examples of both methods. Specific details and acceptable color selection is defined by DD-CBL-1 (Control Board Layout).
