SUBJECT: NRC INSPECTION REPORT 50 361/97 25; 50 362/97-25 AND NOTICE OF
VIOLATION
Dear Mr. Ray:
An NRC inspection was conducted November 9 through December 20,1997, at your
San Onofre Nuclear Generating Station, Units 2 and 3 reactor facilities. The enclosed report
presents the scope and results of that inspection.
,
During the 6-week period covered by this inspection, your conduct of activities at the San
Onofre facilities was generally characterized by safety-conscious operation, sound engineering
and maintenance practices, and careful radiological work controls.
One violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violation are described in detailin the enclosed report. The NRC has
concluded the information regarding the reason for the violation, the corrective actions taken
and pla ened to currect the violation and prevent recurrence are already edequately addressed
on the docket in Licensee Event Report 50 361/97-010 dated August 13,1997, and
NRC Inspection Report 50-361; 362/97-19, dated October 10,1997. Therefore, you are not
.
required to respond to this letter unless the description therein does not accurately reflect your
corrective actions or your position. In that case, or if you choose to provide additional
information, you should follow the instructions specified in the enclosed Notice,
in accordance with 10 CFR Part 2.790 of the NRC's " Rules of Practice " a copy of this letter,its
enclosures, and your response, if any, will be placed in the NRC Public Document Room
(PDR). To the extent possible, your response should not include any personal privacy,
proprietary, or safeguards inic,rmation so that it can be placed in the PDR without redaction.
