NRC INSPECTION REPORT NO. 50-413/98-16 AND 50-414/98-16

Dear Mr. Peterson:

This refers to the inspection conducted between September 15 - November 4,1998, at the

Catawba facility. The purpose of tne inspection was to review the facility's program for

surveillance testing, corrective action and modifications for the ice condensers. The enclosed

'

report represents the results of this' inspection.

NRC reviews concluded that the overall material condition of the Unit 2 ice condenser system

indicated that current operation, maintenance, surveillance, and engineering support programs

as well as current implementing practices to maintain operability of the system were acceptable.

Implementation of Technical Specification-required surveillances and maintenance activities

were considered conservative and, in many cases, exceeded Technical Specification

requirements to support operation of the unit. In addition, significant improvements were noted

in the maintenance and engineering oversight of ice condenser outage activities.

However, three apparent violation were identified. One involved inoperability of the Unit 2 ice

condenser inlet doors due to ice buildup. The other two involved inadequate foreign material

exclusion surveillances and failure to promptly identify and correct ice basket material condition

problems. The last two apparent violations are similar to two of the issues identified on Unit 1,

and documented in Inspection Report 50-413,414/98-13 These three issues, including those

identified in inspection Report 50-413,414/98-13, will be the subject of a pre-decisional

enforcement conference, the date of which has yet to be determined. As such, no Notice of

Violation is enclosed with this report.
