This refers to ma NRC administered license examinations conducted by Mr. J. Lennartz and
others. The written examination was administered on October 6,1997, and the operating
examination was administered October 710,1997. At the conclusion of the examination
process, preliminary findings were discussed with those members of your staff identified in the
enclosed report. Also, a telephone exit was conducted on November 7,1997, to inform
members of your staff of the examination results.
'
Three Senior Reactor Operator applicants and one Reactor Operator applicant passed the
examinations. One Senior Reactor Operator applicant failed the operating examination and
one Reactor Operator Epplicant failed the written examination. Your staff developed
examination material that generally met, and often exceeded, the examination development
guidelines specified in NUREG 1021, ' Operator Lloensing Examination Standards for Power
Reactors," Interim Revision 8. The written and operating examinations were developed at an
appropriate level of difficulty and were, for the most part, technically accurate.
The examiners noted that the control room environment was professional, control room access
was well corstrolled, and extraneous activ! les were minimized. The license applicants' peer and
self-checking techniques, and control and performance of reactivity manipulations were
strengths during the dynamic simulator examinations. However, one crew's diagnostic ability
during an excessive steam flow event was poor. Also, the examiners identified a procedure
-
weakness that contributed to a generic weakness in the license applicants' ability to start the -
Hydrogen Recombiner,
in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the
enclosures will be placed in the NRC Pubile Document Room.
