ITS Revision T contains changes to ITS Section 3.4 (Enclosure 1) based on Commonwealth Edison (Comed) Company withdrawing changes associated with Reference 2 from the ITS submittal. The corresponding revised SER Tables and RAI Response are also provided.
During final reviews ofITS, it was identified that ITS Figure 3.7.16-3, representing Current Technical Specification (CTS) Figure 5.6-3, was incorrectly drawn. ITS Revision T (Enclosure 2) provides the corrected ITS Figure 3.7.16-3, consistent with the associated CTS Figure. Further, the misspelling of the word " Requirements" in the title ofITS Figures 3.7.16-2 and 3.7.16-3 was corrected. Additionally, the title ofITS Bases 3.7.8 was changed from " Essential Service (SX) Water System" to " Essential Service Water (SX) System," consistent with the title ofITS LCO 3.7.8. Revised ITS and Bases for Byron (Amendment 106) and Braidwood (Amendment 98), as previously submitted in Reference 3, are provided in Enclosures 1 and 2.
These Revisions are being provided in the same ten-section format as the initial ITS submittal:

Nuclear Regulatory Commission Page 3 Via a teleconference on December 10,1998, the NRC ITS Project Manager for Byron and Braidwood requested a revision to the proposed Additional Condition for relocated items that Comed previously submitted in Reference 4. Comed has reviewed and agreed to the requested revised Additional Condition, that reads as follows:
"The licensee is authorized to relocate certain requirements included in Appendix A to licensee-controlled documents. Implementation of this amendment shall include the initial relocation of these requirements to the appropriate documents, as described in the licensee's letter dated November 19,1998, and evaluated in the NRC staff's Safety Evaluation associated with this amendment."
The Implementation Date of the Additional Condition remains at 180 days after issuance of the ITS Amendment.
Via a separate teleconference on December 10,1998, with the NRC Technical Specifications Branch Lead ITS Reviewer for Byron and Braidwood, Comed informed the NRC that CTS DOCS 2.0-LA3 and 5.0-LA13 will be relocated to the Technical Requirements Manual rather that the Quality Assurance Manual. The corresponding

Original Response: Comed will revise the ITS submittal to reflect our proposed resolution to the " Spurious SI at Power" issue. The CTS License Amendment Request (LAR)is expected to be docketed by April,30,1998. An ITS Revision
