Areas Inspected:
Routine, announced inspection of construction activities

Site Tour
The NRC inspector toured the reactor building, control room and auxiliary
building for Units 1 and 2 to observe construction in progress and to
inspect housekeeping.
No violations or deviations were identified.
3.
Observation of Safety-Related Electrical Equipment
The NRC inspector selected several examples of electrical equipment and
components for examination.
The examination consisted of verifying that
the field installation agreed with applicable design drawings and that
separation and protection requirements were being met.

The NRC inspector visually inspected the electrical equipment and
components listed above. During this visual inspection, the NRC inspector
found one deficiency. The 120 VAC Distribution Panel identified as
3E241EDP001 had been signed off as completed according to installation
records. All required documentation indicated that this panel was
completely installed. However, a review of "as built" drawing
14926-4363-00001, Revision 5 (S.0.5647-C1) indicated that the referenced
panel had not been properly inspected to verify that field welds were
installed in accordance with instructions.
This is an apparent violation of Criterion X of 10 CFR Part 50, Appendix B
(498/8604-01).
4.
Review of Safety-Related Electrical Equipment Records
The NRC inspector reviewed Bechtel and EBASCO quality assurance (QA)
inspection reports to determine whether adequate documentation existed to
control electrical equipment activities in the following areas:
(a) receipt inspection and storage, (b) handling and in-process
installation, and (c) qualification and training of craft personnel,

Receipt Inspection and Storage
The NRC inspector examined Bechtel QA documentation pertaining to the
receipt inspection and storage of electrical equipment. The records
examined appeared adequate to ensure that incoming electrical
equipment conforms to purchase specifications, and is properly stored
to protect against construction damage and adverse environmental
conditions. The documents and records examined are listed below:

(5) Storage conditions (temperature, humidity and cleanliness) are
controlled and monitored as specified by specification.
(6) In place storage requirements were satisfied.
No violations or deviations were identified.

craft personnel.
(2) The latest approved drawings, specifications and procedures were
available and used by craft personnel.
(3) The components identification is properly established and
maintained.
(4) Licensee and contractors inspections are performed and QC hold
points observed.
(5) Nonconformances are identified and handled in accordance with
established procedures.
No violations or deviations were identified.

Qualification and Training of Craft Personnel
The NRC inspector reviewed the qualification records of four EBASCO
craft personnel associated with the installation of electrical
components and equipment.
The records were reviewed to ascertain
whether the craft personnel records were complete and up-to-date and
whether the craft personnel were qualified for their duties at the
time of the inspections.
No violations or deviations were identified.
5.
Exit Interview
The NRC inspector met with licensee representatives (denoted in
paragraph 1) and Mr. C. Johnson, the NRC Senior Resident Inspector on
March 13, 1986, and summarized the scope and finding of the inspection.

Failure to Properly Inspect
Criterion X of Appendix B to 10 CFR Part 50 requires that activities

affecting quality be subjected to an inspection program to verify
conformance with the documented instructions, procedures and drawings for
accomplishing the activity.
This requirement is amplified by the approved

Quality Assurance Plan Description (QAPD) for the South Texas Project.
