Dear Mr. Roche:
Our letter of November 6,199) Informed you that the violation which you contested in your August 6,1997 correspondence was still under review and would be addressed by separate correspondence.
The NRC has reviewed the above referenced information provided by GPUN and does not necessarily agree that there was no violation. Considering the age of this issue, the fact that the NRC reviewed and resolved the technicalissue in the 1991 GER, and the minimal safety significance of the issue, the NRC has determined that expenditure of additional resources to determine if e violation occurred is not warranted. Therefore, the violation is withdrawn.
