ENCLOSURE 2 NOTICE OF DEVIATION Florida Power Corporation Docket No. 50-302 Crystal River Unit 3 License No. DPR-72 The following deviation was identified during an inspection conducted on March 8 - April 11, 1986:
In a letter to the Nuclear Regulatory Commission from Florida Power Corpora-tion dated December 19, 1985, the licensee identified a design error that could result in a loss of the Nuclear Services Seawater and the Decay Heat Seawater pumps in the event of a fire.
In the corrective actions for this design error, the licensee committed to continue' 20-minute roving fire watches until such time that plant modifications to prevent this loss of pumps was completed.
Contrary to the above, at 2:00 p.m., on March '.1, 1986, the roving fire watch was secured even though the plant modifie cion for these pumps was not completed.
Please provide, in writing within 30 days of the date of this Notice, a descrip-tion of corrective actions regarding this deviation, actions to avoid further deviations, and the dates when these actions were or will be completed.
Security or safeguards information should be subdtted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
