The reference letter contains Comed's supplement to the Technical Specification (TS)

Amendment request for Byron and Braidwood stations to implement a revised containment peak pressure (P,) analysis. In the referenced letter, Comed committed to provide the NRC notification of Comed's plan to resolve an identified issue concerning the Spurious Safety Injection at Power accident. Specifically, during the review process of preparing the P, TS amendment, Comed evaluated the accident analysis related to the reactor coolant volume change. For the Spurious Safety Injection accident, a potential conflict between the Byron /Braidwood (B/B) UFSAR assuinptions and the Emergency Operating Procedures (EOPs) was discovered. Specifically, the EOPs do not provide explicit direction for the manual action of the pressurizer Power Operated Relief Valves (PORVs) as stated in the B/B UFSAR, section 15.5.1.

-2 December 19,1997 Comed has performed operability evaluations at both Byron and Braidwood Stations which provide reasonable assurance of operability. As a corrective action, Comed has decided to pursue revising the B/B UFSAR to credit the automatic action of the pressurizer POltVs to mitigate the Spurious Safety Injection transient maximum overfill case ns described in UFSAR section 15.5.1. This revision to the B/B UFSAR will also require revision of the current B/B Technical Specification (TS) Bases 3/4.4.4, Relief Valves. Comed anticipates that the safety analysis and evaluations u support the UFSAR and TS bases changes will be completed by April 30,1998.
