NRC ROUTINE RADIATION PROTECTION INSPECTION REPORT

50-440/97019(DRS)

Dear Mr. Myers:

On October 31,1997, the NRC completed an inspection at your Perry Nuclear Power Plant.

l

On November 3,1997, the NRC contacted management in the radiation protection section

i

to discuss the results of this inspection, The enclosed report presents the results of this

inspection.

The inspection was an examination of activities conducted under your license as they relate

to radiation safety and to compliance with the Commission's rules and regulations and with

the conditions of your license. Within these areas, the inspection consisted of selective

,

examinations of procedures and representative records, interviews with personnel, and

observation of activities in progress.

Overall, the radiation protection department was successful in maintaining station dose as

low as reasonably achievable, and the radiological control of outage work activities was

. effective. Additionally, corrective actions taken to address problems identified during the

main steam line plug installation were effective as evidenced through the successful

.

completion of the main steam line plug removal. We are concemed however with several

'

fecent instances when high radiation area controls were not in accordance with regulatory

requirements resulting in non-cited violations. While each example had been licensee

identified and corrective action has been initiated, these problems indicated that there were

several weaknesses in the high radiation area control pmgram We will continue to evaluate

the efiectiveness of Perry Plant actions to ensure the breadth of the high radiation area

= control issues are understood and corrected.

In accordance with 10 CFR 2.790 of the Commissions regulationsi a copy of this letter and

the enclosure will be placed in the NRC Public Document Room.
