Dear Sirs:
This is to inform you that copies of a proposed rule, that would affect some of your customers, are being distributed to all 10 CFR 31.5 general licensees. This may result in your receiving inquiries from some of your customers. Enclosed for your information is a copy of the Federal Register notice of proposed rulemaking which is being distributed. If you have questions about j
this proposed rule, you should use the contacts provided in the notice.
The proposed rule applies to all 10 CFR 31.5 general licensees. However, as discussed in the Federal Register notice, the U.S. Nuclear Regulatory Commission would only contact, for 2
purposes of registration, apprcximately 6,000 general licensees, specifically those possessing devices that contain at least 370 MBq (10 mci) of cesium-137,3.7 MBq (0.1 mci) of
-strontium-90,37 MBq (1 mci) of cobalt-60, or 37 MBq (1 mci) of any transuranic (at this time, the only generally licensed devices meeting this criterion contain americium-241).
In addition, in the near future, a second proposed rule, which would affect both distributors and 10 CFR 31.5 general licensees, is expected to be posted in draft form on the NRC's Technical Conference Forum at: http1/techconf.llnl. gov /index.html (Click on Technical Conferences and scroll down for topic.)
