Gentlemen:

This refers to the inspection conducted under the Resident Inspection Program

by Mr. G. L. Plumlee III of this office during the period April 1-30, 1984,

of activities authorized by NRC Operating License DPR-34 for the Fort St. Vrain

Nuclear Generating Station, and to the discussion of our findings with

Mr. D. W. Warembourg, and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included Licensee Action on Previous

Inspection Findings, Operational Safety Verification, Surveillance, Surveil-

lance - Refueling / Maintenance, Plant Startup From Refueling, Startup Testing -

l

Refueling, Review of Periodic and Special Reports, and IE Bulletin Follow Up.

Within these areas, the inspection consisted of selective examination of

l

procedures and representative records, interviews with personnel, and observa-

tions by the inspector. These findings are' documented in the enclosed

inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures

will be placed in the NRC Public Document Room unless you notify this office,

by telephone, within 10 days of the date of this letter, and submit written

application to withhold information contained therein within 30 days of the

date of this letter. Such application must be consistent with the requirerents

of 2.790(b)(1).
