' SUBJECT: NRC INSPECTION REPORT 50-285/97-19 AND NOTICE OF VIOLATION

Dear Mr. Gambhir:
An NRC inspection was conducted October 26 through December 6,1997, at your Fort Calhoun
Station reactor facility L The enclosed report presents the scope and results of that inspection.
- During the 6 week period covered by this inspection, your conduct of activities at the Fort
Calhoun Station was generally characterized by safety conscious operations, sound
engi..eering and maintenance p,"actices, and careful radiological controls. However, three
violations of NRC requirements were identified.
In the first instance, NRC inspectors identified that operations personnel failed to maintain a
professional atmosphere in the control room in the second violation, the inspectors
,
identified an inadequate operating instruction for ensuring containment integrity, In the
third violation, the inspectors identified that a locking device on a raw water inlet valve for
one of the safety injection pump bearing coolers was not properly installed to prevent
operation of the valve,
' These violations are cited in the enclosed Notice of Violation (Notice) and the
circumstances surrounding the violations are described in detailin the enclosed ceport.
Please note that you are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response. The NRC will use your
response, in part, to determine whether further enforcement action is necessary to ensure
compliance with regulatory requirements.
Rogarding the first violation, the NRC has concluded that information regarding the reason
for the violation, and the corrective actions taken to correct the violation and prevent its
recurrence, have already been adequately addressed. Therefore, you are not required to

respond to this violation unless the description in this report does not accurately reflect
.your corrective actions or your position, in that case, or if you choose to provide additional
information, you should follow the instructions in the enclosed Notice.
