Dear Mr. Helwig:
m This is in response to your letter of February 27, 1984, on the subject of " Containment Isolation Requirements for Post-LOCA Hydrogen Recombiner Lines."L In your letter, you stated that the NRC rejected the applicant's appeal and you requested that the NRC's Consnittee for the Review of Generic Requirements (CRGR) consider the merits of the staff's position.
Based on sty review of Section 6.2.4 of the Standard Review Plan, I find that its bases for not requiring redundant isolation valves in lines that penetrate the containment boundary are not very well written. There-fore, I will be directing nty staff to prepare an amendment to Section 6.2.4 of the Standard Review Plan to correct this situation under an established office procedure for this action. Among other things, this procedure calls for a consideration of all proposed changes to the Stand-ard Review Plan.by the CRGR.
With respect to your statement that the NRC had rejected the applicant's appeal I note that the appeal was held at the Assistant Director level.
