m l 11 RADI0 ACTIVE WASTE MANAGEMENT 11.4 Solid Waste Manacement System e

On February 25, 1983 (G. O. Bouchey, 1983a), the applicant stated that the solid waste management system would not be completely installed and operational by y fuel load. The applicant stated his intention to use a portable solid radio-active waste solidification system until the permanent system is complete and c operational. On October 11, 1983 (Sorensen, 1983a), the applicant ss.bmitted ,

The staff has reviewed the applicant's submittal on the use of this portable system. The types, volumes, and activities of wastes to be processed are out-lined in Section'11.4"of'the SER The portable. system:to be'usei has been.ap- -

proved by the NRC through review and acceptance of Chem Nuclear Topical Report CNSI-2 (4313-01354-01). The staff reviewed the'informatic.7 on :he interfaces required to use the portable system and the structures provideo to house the system. The basis .for. acceptance in the staff's review was conformance of the applicant's designs, design criteria, and ' design cases to the' regulations, guides, staff technical positions, and industry standards referenced in SRP 11.4 (NUREG-0800). The staff finds that the portable radwaste solidification system, structures, and appropriate interfaces are acceptable.

11.5 Process and Effluent Radiological ~ Monitoring and Samoling Systems , , ,

The SER indicated that the applicant had committed to provide the equipment for sampling and monitoring process and effluent streams during postulated acci-dents in accordance with the guidelines in NUREG-0737 but had not, as yet, submitted detailed information on the proposed designs or equipment. A complete staff evaluation was to be supplied in a supplement to the SER.

In FSAR Amendment 29, the applicant provided the detailed information that was required for the staff to conduct an evaluation.

Table 11.3 is an updated version of SER Table 11.3, and supplies the informa-tion that is required by NUREG-0737, II.F.1, item 1.

The staff has reviewed the applicant's submittal with respect to NUREG-0737, II.F.1, items 1 and 2. The staff finds that the applicant's commitment and descriptions meet the requirements of NUREG-0737, II.F.1, items 1 and 2, sub-ject to staff verification of the designs during a post-implementation review to be conducted af ter installation.

In a teleconference on December 2,1983, the NRC staff indicated that the i

Supply System needed to address how the effluent monitors that were in-stalled at WitP-2 compared to the guidelines of AflSI 13.10, " Specification and Performance of On-site Instrumentation for Continuously Monitoring Radioactivity in Ef fluents." The Supply System responded in Letters G02-83-1128 dated December 8,1983 and G02-83-1136 dated December 9,1983.

l The aforementioned letters require the Supply System to provide the follow-ing information by July 1,1984 as a condition for' license: - -

1. The sensitivity of WNP-2 instruments.

l 2. An evaluation of response times of the instruments.

3. An evaluation of how the instruments compare to the criteria set forth in Section 5.4.7 of M451-13.10.
