WT4P-2 LICEfiSE This memorandum is an update of cur December 1,1983, status report.

WT4P-2 is projected by Region V to be ready to load fuel December 16, 1983, at the earliest.

The following list identifies issues that require staff resolution to support this licensing action:

Fire Protection (DE)

CEB provided a list of acceptable fire protection deviations from BTP Cf4EB 9.5-1. These have been incorporated into Attachment 4 of the license.

Hydrodynamic Loads (DE)

MEB provided SSER =4 input for the effect of hydrodynanic loads on its piping and components inside the containment justifying operation to Si.. The license has been conditioned to require resolution prior to Si;.

Equipment Qualification - Seismic (DE) -

Justification has been provided for interim operation. Final qualification is being required prior to startup following first refueling as a license condition.

w NRC Verification of Control Room Design Improvements -

, Human Factors (DHFS)

Following the site visit the week of December 5, 1983. DHFS provided SSER input approving WPPSS program completion schedule which is reflected in Attachment 2 to the license.

CAT Inspection Issues (Region V)

Region V to provide the status of the review of WPPSS response on CAT issues. Input from NRR/DE needed to close two isses - rebar placement and welding requirement deviations, is expected December 14, 1983.

2.206 Petition (IE)

On October 18, 1983, the Coalition for Safe Power filed with the Commission a petition requesting revocation of the CP and denial of an OL for WNP-2. NRC staff acknowledged receipt of the petition in a letter dated November 9, 1983. Interim response to 2.206 has been drafted supporting operation to 5%. IE memo to NRR supporting 5% power is expected 12/14/83.

Design Verification (DE/IE/ Region V)

The final design verification program report is currently under staff review. An NRC staff interim evaluation supports operation to 5% power. No license condition is necessary. Final evaluation will be reported in a future SSER.

Region V is preparing Attachmert 1 to the license identifying carry-over items to be made license conditions. A partial draft is expected December 13, 1983.
