Dear Nr. Rosalie:

This letter is sent to acknowledge receipt of the petition of the Coalition for Safe Power dated October 14, 1983, requesting that the Nuclear Regulatory Gommission institute show cause proceedings pursuant to 10 CFR 2.202(a) to determine whether the construction permit for the Washington Public Power Supply System Nuclear Project No.

2 (WNP-2) should be revoked, a stay of construction

imposed, the pending application for an operating license denied, and hearings instituted before an Atomic Safety and Licensing Board.

The bases for the petition include alleged deficiencies in the construction program for the WNP-2 facility.

Although the petition was directed to the Nuclear Regulatory Commission itself, responsibilities in the area of facility con-struction lie primarily with the Office of Inspection and Enforcement

and, accordingly, your petition has been referred to me for a response.

Your petition is being treated under 10 CFR 2.206 of the Commission's regulations and appropriate action will be taken on your petition within a reasonable time.

A copy of the notice that is being filed for publication with the Office of the Federal Register is enclosed for your information.
