• 1Engineering and Environmental Laboratory (INEEL), has reviewed and evaluated the information L provided by Comed. The staff adopts the evaluations and conclusions contained in the Technical Letter Report (TLR) prepared by INEEL The enclosed Safety Evaluation incorporates the TLR (attached) and its findings. The staff concluded that Revision 4 of the 181 program plan'

' had no deviations from the American Society of Mechanical Engineers (ASME) 181 requirements.

In addition, pursuant to 10 CFR 50.55a(6)(g)(i), the staff granted five reliefs (Relief Requests NR-25; NR-26; NR 27, Revision 1: NR 28, Revision 1; and NR-31, Revision 1) and pursuant to 10 CFR 50.55a(g)(6)(ii)(A)(5) and 10 CFR 50.55a(s)(3)(i), authorized two attematives (NR 30 Revision 1; and NR 34). The staff granted a sixth relief (NR 29) by letter dated May 13,1997.
