SUBJECT:

ACCEPTANCE REVIEW FOR THE WASHINGTON NUCLEAR PROJECT NO. 3 (WNP-3) ENVIR0 MENTAL REPORT (ER)

PLANT NAME: Washington Nuclear Project No. 3 (WNP-3)

LICENSING STAGE: OL DOCKET NUMBER: '50-508 RESPONSIBLE BRANCH: LBf 3; L. Wheeler, LPM REQUESTED COMPLETION DATE: July 7,1982 DESCRIPTION OF RESPONSE: ' Acceptance Review of ER REVIEW STATUS: RAB - Complete As requested in a maorandum dated June 2,1982, the Radiological Impact Section (RIS) Radiological Assessment Branch (RAB) has reviewed the Environnental Report (ER-OL) of the Washington Nuclear Project No. 3 (HNP-3) for adequacy in the area .

of radiological impacts. 'RIS/RAB has found that the ER-OL contains most of the required information to estimate doses to people. The ER-OL is acceptable as presented. The comments and r.Noests for additional information are contained in Enclosure 1.

This review was performed jointly by R. Struckeyer and T. Mo, RIS, RAB.

'JNr-i, ER-OL ACCEPTANCE REY!T.: OUE5L ONS ER-0 470.1 (Secticr.s 2.i and 5.2):

s Reconfirm distan:c and direction for special 10:::i:n; (;ita boundary, milk cow, h etc.) [See Table 2.1-8] Explain how :hese ts:: cr: cataircd and/or cite source of data used in ecmputer run of reference 5.2 .

J ER-G 470.2 (Sections 2.1 and 5.2):

Reconfirm that there is no drinking water withcra'.;al der;nstream, and that there will be none. .has recharge of wells via river water been considered? For those wells which n:y be recharged in this m.'nner crd ' "i:P are a source of drinking water (among those in Tables 2.1-12 and 2.1-13) provide transit times and dilution

~ factors, and the basis or method of calculating these values.* [ Table 5.2-6 and Appendix B are incomplete because they do not provide these values for the various locatiohs].

ER-Q 470.3 (Sections 2.1 and 5.2):

Why was only the population of Montesano used for population doses via recreation pathways (shoreline usage, swirmr.ing, boating)? Where do these activities take place (locations of state parks, etc.), and what are the dilution factors transit times for each? (Table 2.1-6 lists the locations and distances, but not dilution factors and transition times).

ER-Q 470.4 (Section 3.5.3.2, p. 3.5-11):

Section 3.5.3.2, p. 3.5-11 states that WPPSS has chosen the cost benefit option for ALARA compliance. Provide the following distributional data for each of the 22 1/2-degree radial sectors centered on the 16 cardinal compass directions for radial distance of 1, 2, 3, 4, 5,10, 20, 30, and 50 miles from the reactor (from the ER):

1. Present annual meat production (kg/yr),

a q

2. Present annual milk production (liter /yr), .
3. Present annual vegetable production (kg/yr).

ER-0 470.5 (Section 2.1):

Ccnfirm that fish harvest data includes all fish taken within 80 km downstream of the plant radwaste discharge. (See Table 2.1-10) .

ER-0 470.6 (Section 5.2):

What is the basis for the irrigation data of Table 5.2-6 and Appendix B?

ER-0 470.7 (Section 5.2, Table 5.2-6):

How was dilution factor calculated /obtained? (It is not necessarily the same for aquatic food / shoreline / drinking water nor are dilutions for any individual necessarily the same as for population. Justi fyl)

ER-0 470.8 (Section 5.2.4 and Appendix B):

The ER-OL assumed that all fish consumed was to be from 1 location i.e., Chehalis River? Why? Table 2.1-10 of Section 2.1.3 indicates higher fish catches at

~

Grays Harbor & Ocean (off Grays Harbor) than at Chehalis River.
