c AEB has reviewed the subject report. We find it unacceptable because it does not include a discussion and analysis of the environmental effects of severe accidents, as required by the Ccmission policy statement of June 13,1980, as recorded in the Federal Register, Vol. 45, No.116, pp. a0101 to 40104.

Section 7.1.1 of the Environmental Report states, "The occurrences in Class 9 involve sequences of postulated successive failures more severe than those postulated for establishing the design basis for protective i

systens and engineered safety features and therefore have not been con-sidered." The statement provides insufficient justification for the onission, because the intent of Environmental Reports and Statenents is not to evaluate plant systens and features but rather to consider the effect a plant has on the environment, including the risk of severe acci-dents. We therefore reconuend that consideration and analysis of the l

accidents addressed in the policy staterent (" Class 9") he included in i

the Environnental Report Other aspects of AEB's acceptance review of the Environmental Report will be addressed in separate correspondence. This review was perforned by P. Easley, AEB.
