Haddam Neck Plant i

l By letter dated May 7, 1986, as clarified by conference call on May 8, 1986, you requested a temporary waiver of compliance from technical specifications 1

4.10.1.D and 3.3.D of Facility Operating License DP9-61 to permit four-loop 4

operation even though one tube in SG #2 was not plugged, as required by the the cited technical specifications, during the recent 1986 outage.

We have reviewed the justification in your letter, as well as that provided during our conference call and conclude that operation of SG #2 will not place the plant in an unsafe condition nor will it present any undue risk to the health and safety of the public.

This letter will confirm the verbal granting of a temporary waiver of compliance from the subject technical specifications to permit four-loop operation at the Haddam Neck Plant. This waiver of compliance will be in effect until May 14, 1986, while we complete the processing of an emergency license amendment.
