Subject: Region I Inspection Report No. 50-271/88-06

This refers to the routine resident safety inspection conducted by Mr. G. Grant

of this office on March 22, 1988 - May_16, 1988, at the Vermont Yankee Nuclear

power Station, Vernon , - Vermont. The inspection consisted of observation of

activities, interviews with personnel and document reviews. The results of the j

inspection are described in the NRC Region I Inspection Report enclosed with

this letter and were discussed with Mr. J. Pelletier of your staff at the .

conclusion of the inspection. l

We have received your March 25, 1988 reply to the Notice of Violation, brought ,

to your attention in our letter dated February 25,1988 (Inspection Report i

87-16), concerning failure to follow administrative controls for material

, leaving the Radiation Control Area (RCA). Your corrective actions appear

responsive to our concerns. Subsequent inspection in this area has shown cur-

i rent controls to be ef fective. Further evaluation of the long-term effective-

ness of these actions will be accomplished during routine inspection.

We have also received your supplemental response of March 25,1988 to the

Notice of Violation, brought to your attention in our letter dated

February 6,1987 (Inspection Report 86-25) and reaffirmed in our letter dated

February 25, 1988 (Inspection Report 87-16), concerning failure to correctly

,

implement the requirements of subsections IWP-3220 and IWP-3230 of Section XI

of the ASME Code relating to IST vibration testing. Although you maintain that -i

your past practices in this area were in full compliance with the ASME Code, we

note that ynur current revised practices have effectively addressed our con- 1

cerns. Further, we acknowledge your efforts to improve the overall vibration

measurement program through use of a new computer based system. Although your

implementation of the new system has been subject to some start-up problems,

efforts in this area demonstrate a commitment to improved plant performance.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice", a copy of

this letter and the enclosures will be placed in the NRC Public Document

Room.
